Foreign Media interview with the Federal Political Negotiation and Consultative Committee’s Chairman Mr. Bao Youxiang
Q. The Federal Political Negotiation and Consultative Committee (FPNCC) released a statement regarding the coming second 21st Century Panglong Union Peace Conference on May 17, 2017. In that statement, it is found that the FPNCC has expressed that it has a truly good will to attend the conference. Mr. Chairman, could you elaborate more about it?
A. We always expect to resolve the military conflict through a peaceful way. The aim of the formation of FPNCC is to build peace by political means. China’s implementing the 21st century new Silk Road project will also benefit to develop our ethnic nationalities’ territories. In the released statement of the third Pangkham Summit, it is expressed that this One Belt One Road initiative was welcomed. At the present, due to the great effort and urging of the Government of People’s Republic of China our FPNCC wish to attend the second 21st Century Panglong Union Peace Conference as officially expressed on 17 May 2017 if we receive an invitation letter.
Q. Has the FPNCC already formed a delegation to attend this conference? How does it form?
A. In the meeting of the secretaries’ team of the FPNCC on 17 May 2017 we had already approved the name list of the delegates. To attend this conference, high-profile delegates from every member organization of the FPNCC were selected. In addition, the FPNCC has also formed a special political negotiation and consultative representative team. This team comprises of high-profile representatives from each member organization and can discuss with the Union Government at any time.
Q. Is there any expectations and how to advise on this second 21st Century Panglong Union Peace Conference?
A. We hope that every ethnic armed revolutionary organization can equally participate in the coming second 21st Century Panglong Union Peace Conference without any restriction and preclusion. Our FPNCC is ready to directly discuss and negotiate with the Union Government regarding the Northern Myanmar Peace issue. We want to suggest that the Union Government should immediately meet and discuss with our FPNCC to maintain the Northern Myanmar Peace as soon as possible.
Q. How can the FPNCC make a significant impact on the Northern Myanmar Peace issue?
A. Current heavy military conflicts in the Northern Myanmar make not only the destabilized situation of China-Myanmar border much worse but also hostilities among ethnic nationalities increase. The 70 years prolonged civil war is evidence that no armed organization has ever been annihilated by the use of military means. Now, seven (7) organizations in the Northern Myanmar have intention to resolve current heavy military conflicts through political means for the stability and maintenance of peace of China-Myanmar border. The FPNCC was formed based on this common political will. This committee is not a military allied organization to confront militarily. It is hoped that the Union Government, Myanmar Tatmadaw and Public will not misunderstand the FPNCC. According to our FPNCC basic obligation, each member organization must profoundly implement and comply with decisions ratified by the FPNCC and the negotiated agreements with the Union Government.
Therefore, the FPNCC is an official representative organization to directly discuss with the Union Government but not an organization mediated by other organizations. If the Union Government wants to directly discuss and negotiate with the FPNCC, it will be much fruitful to build peace as soon as possible in the Northern Myanmar.
